OptiFine for 1.9 which include ShadersMod features has been released. See OptiFine thread.

ShadersMod as a standalone mod is being updated.

For Minecraft 1.8.8 - 1.8.9

sp614x has merged ShadersMod's feature into OptiFine. Available at OptiFine thread.

For Minecraft 1.8 (1.8 only, cannot be used on 1.8.1 or 1.8.2 or 1.8.3)

Resource packs
Some shaders effects need "normal map" and "specular map" in resource pack.
Normal map name is + "_n.png".
Specular map name is + "_s.png".
